Bob Atlas is President of EBG Advisors, Inc., responsible for growing the portfolio and directing the business affairs of EBG Advisors. Mr. Atlas also serves as an executive consultant on business strategy, policy analysis, program development, and performance improvement for health care providers, payers, policymakers, investors, life sciences manufacturers, and others.
Mr. Atlas has decades’ worth of professional experience as advisor to senior leaders in the health care industry and governing authorities in both the private and public sectors. He is widely regarded for his strategic insight, objectivity, facilitation skills, and mastery of the complex business of health care. Areas of expertise include population health (managed care, accountable care, value-based purchasing), health care economics and finance, and service delivery innovations. He has deep knowledge of public and private health insurance programs and health care delivery and has designed and implemented a multitude of care coordination and payment models.
Before joining EBG Advisors, Mr. Atlas served as lead consultant on Medicaid reform to North Carolina’s Secretary of Health and Human Services. He continues to advise that state, as well as Maryland, on Medicaid innovations. Other recent experience includes leading a team that established national health insurance for a Caribbean island nation, evaluating business opportunities for medical professional organizations and integrated health systems, and conducting due diligence on a variety of health care investment opportunities.
Mr. Atlas was previously was Executive Vice President and Chief Operating Officer of Avalere Health, a health care strategic advisory firm focused on the ramifications of public policy for industry. He oversaw Avalere’s consulting and research services for the nation’s leading health care payers, providers, life sciences companies, foundations, consumer organizations, and public agencies.
Mr. Atlas was previously President of The Lewin Group, a premier consultancy in health and human services. Early in his 15-year tenure at Lewin, Mr. Atlas directed its managed care practice and aided many states and health plans in implementing Medicaid managed care programs. He then added its health organizations strategy practice to his portfolio. He also conducted seminal work on the management of pharmaceutical benefits.
During the 1980s, Mr. Atlas led the consulting practice of Jurgovan & Blair, Inc. (later American International Healthcare), supporting the early formation of the managed care industry and the growth of what is now called Medicare Advantage.
Mr. Atlas began his professional career in the federal government, serving as a commissioned officer in the U.S. Public Health Service. He worked first as a program analyst in Medicare’s Health Standards and Quality Bureau and later as a regional representative in the Office of Health Maintenance Organizations.
