John Severson is a Strategic Consultant with EBG Advisors, Inc.  Mr. Severson’s background blends policy level analysis, professional consulting, and direct operational experience in community health centers in both rural and urban areas. This includes over eight years as director of technical assistance for a state primary care association, 15 years as a CEO of community health centers, work for two national consulting firms, and as principal of two consulting practices. Mr. Severson has extensive experience working with a wide array of care providers, including community health centers, private practices, hospitals, hospital systems, public health departments, school-based health programs, local school districts, social service providers and community based coalitions.

He has more than 35 years of experience with the Section 330 community health center program, and provides technical assistance to both 330 grantees and prospective grantee organizations. This includes conducting strategic assessments of community health disparities, service gaps, provider shortages, and social determinants of health, application readiness assessment, application preparation and technical support during funding start-up. He has developed Section 330 compliance video education materials and assisted grantees in preparing for HRSA compliance site visits.

Representative Experience

Mr. Severson is a recognized resource on the Federally Qualified Health Centers (FQHC) reimbursement program, which he has worked with since the program was created by Congress. He was one of the two state association staff who negotiated implementation of Medicaid FQHC in Wisconsin, the first state to agree to ‘wrap-around payments’ to make FQHCs contracting under Medicaid managed care ‘whole’ to their base FQHC per visit rate. This wrap-around payment protection for FQHCs was soon adopted by other states and is now a requirement under federal law.

As a consultant, Mr. Severson has prepared numerous community-based health providers for Medicaid managed care contracting in multiple states and under various MCO models. As a health center Executive Director he also negotiated and implemented a success contract with Kaiser-Permanente of Northern California to see Kaiser Members, led implement of Medicaid managed care contracting, and contracted with independent physician associations (IPAs).

Mr. Severson has also designed and developed innovative service programs such as chronic disease management programs (diabetes, hypertension, pain management, etc.), cancer screening programs, integrated behavioral health programs, oral health integration with primary care and school based health services.
