Biography

Philo D. Hall is a Strategic Advisor with EBG Advisors, Inc.  Mr. Hall advises clients on regulatory compliance issues arising under third-party reimbursement programs, the regulatory and reimbursement aspects of health care transactions and business arrangements, HIPAA compliance, privacy and security issues, and legislative and regulatory trends and policy development.

Representative Experience

Mr. Hall was Counselor to the Secretary of the U.S. Department of Health and Human Services, where he directly advised the Secretary and led and managed initiatives on a diverse portfolio of issues, including health information privacy, HIV/AIDS, chronic disease prevention, health information technology, and the reform of the Louisiana health care system following Hurricane Katrina.

Mr. Hall had earlier served as Associate Director for Health on the White House Domestic Policy Council, advising the President of the United States and senior staff on emerging health care issues, legislation, and regulatory matters. This position involved overseeing federal agency implementation of the administration's health care priorities, with a particular focus on behavioral health. Mr. Hall also served on the professional staff on the U.S. Senate Committee on Health, Education, Labor, and Pensions, where he developed legislation on insurance regulation, health information privacy, and Medicare provider reimbursement.
