Biography

Joel V. Brill, MD, FACP, is a Strategic Consultant with EBG Advisors, Inc. Dr. Brill is an executive clinician with over 30 years of experience providing strategic leadership and medical oversight to data-driven health organizations. He is skilled in strategy, development and implementation of innovative health programs, products and payment systems, with extensive experience in clinical practice, research, coverage, reimbursement, quality improvement, bundled and episode payments and accountable care.

Dr. Brill is board certified in internal medicine and gastroenterology. He has run risk-bearing independent practice associations and physician-hospital organizations in California and Arizona. He is the Chief Medical Officer of Predictive Health, LLC, served as the Deputy Medical Director for the BFCC.NCC-QIO oversight project, and has held management positions with several managed care companies. Dr. Brill serves on the Editorial Advisory Boards for several journals. He has worked extensively with the Centers for Medicare & Medicaid Services (CMS) and the American Medical Association (AMA) on coding, coverage, and reimbursement issues; served as the Co-Chair of the Part D medication measures Technical Expert Panel for CMS; and has worked with numerous organizations on quality improvement, accountable care, bundled and episode payment, and measure development projects.

Representative Experience

Dr. Brill has participated in the CPT Editorial Panel, the Physician Consortium for Performance Improvement (PCPI), and the AMA RBRVS Update Committee (RUC), where he previously served as the Vice-Chair of the Practice Expense subcommittee. He is the author of several guidelines/quality measures in gastroenterology and preventive services, and has submitted bundled / episode payment proposals to the Physician Focused Payment Model Technical Advisory Committee.

Dr. Brill is an Assistant Clinical Professor of Medicine at the University of Arizona College of Medicine and an Adjunct Assistant Professor of Medicine at Midwestern University. He has lectured at the School of Health Management & Policy at the WP Carey School of Business at Arizona State University.
